Scattered rainfall will be in the forecast throughout the day, however conditions should dry out during the day across Central and Southern NJ and Philly during the afternoon. There could even be some breaks in the clouds in these areas, but it would be brief.
Otherwise, periods of rain continue for everyone else throughout the day. It will be quite warm and humid day for Halloween, with highs in the 60s to low 70s.
There will be a cold front approaching our area throughout the day. This will enhance wind gusts in the afternoon between 4pm and midnight. My main concern for the little ones trick or treating is not the rain, but the winds and tree branches falling.
